(State Level Convention on Dalit Bahujan Rights)

Indian Constitution gave various constitutional safeguards for the development of marginal communities such as Dalit Aadivasis and other backward class (OBCs). Dr. Babasaheb Ambedkar made efforts for bringing these marginal communities in the mainstream of the society by providing various constitutional provisions and rights. In the changing market economy despite of constitutional safeguards Dalit Aadivasi and Bahujan communities are continuously facing problem of social exclusions and deprive from their basic constitutional rights.

The State level convention is one of the advocacy effort for bringing Dalit Aadivasi and other backward communities into the mainstream of the Nation. Hon'ble Union Agriculture Minister Mr. Sharadchandraji Pawar addressed this convention. This convention is organized by Champaign on Human Rights (Manvi Hakka Abhiyan), Combating Drought (Dushkal hatu Manus Jagu),, Bhila Samaj Sanghatna,Bal Hakka Abhiyan,Jamin Adhikar Andolan and along with this around 400 civil society organizations from Marathwada, Vidharbha and western Maharashtra jointly organized state level convention on Rights of Dalit Aadivasi and Other Backward Class at Marathwada Sanskritik Mandal, Khdkeshwar, Aurangabad on January 27, 2008

Adv. Eknath Awad National President-Champaign on Human Rights CHR (Manvi Hakka Abhiyan) and Mr. Vishvanath Todkar Vice President, Champaign on Human Rights shared the key not address and gave overall scenario of problems faced by marginal communities along with Gramsabha being important institute at grass root level but the political elite are not giving space to the marginal sections of the society and they also highlighted role and interventions of above-mentioned organizations in the emerging problems.

This convention was also made attention of state and union Government towards giving immediate attention and planning for solving these issues and need efforts at all level for bringing marginal communities into the mainstream of the society.

Following major demands were flagged in the convention in presence of Union Agriculture Minister Hon'ble Mr. Sharadchandra Pawar and state level political and important stakeholders.

•  Regularization of encroachment of Dalit and Aadivasi on Waste Land , Gairan, Devasthan land and development of this land by government.

•  Implementation of ‘National Employment Guarantee Schemes' on the basis of ‘Maharashtra Employment Guarantee Scheme' and through this develop land of dalit and aadivasi.

•  Effective implementation of Scheduled caste Scheduled tribe (Prevention of Atrocities Act) 1989

•  Reservation in private sector for Dalit and Aadivasi according to their total population.

•  Immediate filling backlog of Dalit and Aadivasi in Government and Government Undertakings.

•  Union and State Government should present independent Budget for development of Dalit and Aadivasi and 25% allocations should be made from total revenue collected by Union and State Government

•  While acquiring Land from land owner (farmers) need their prior permission and during implementation of Special Economic Zone (SEZ) they should made partner in SEZ and at least one person from their family should get employment.

•  50 % reservation for women for their empowerment in Panchyati raj and other all sectors.

•  Dalit, Aadivasi and Rural Women's Self Help Groups (SHG) should get financial assistance on 2% interest.

•  Establishment of independent co-operation for economic development of Bhill, Pardhi and Aadivasi communities and while implementation of the Aadivasi development should not discriminate on the basis of T.S.P abd O.T.S.P area.

•  The co-operation which has a background of social justice and need to made provisions according to their demands.

 

Senior Social Worker and Educationist Mr. Madukar Anna Mule, Auragabad was President of Welcome committee along with Shirish Kulkar, Poonam Mehta, Mangala Dhaithankar, Suryakant Kulkarni and Satish Surana.Declaration made in the end along with other demand, sustainable efforts need to evolve for drought prone blocks.

Ms. Kirantai Shrma PACS Delhi inaugurated this convention and senior social Thinker mr. Mukund Ghare, Pune addressed audience as a chief guest. Adv Eknath Awad and Mr. Vishvanath Todkar also addressed convention. Senior political leaders were also participated and around 50,000 people participated in this convention.
